EFFECTS OF ENVIRONMENTAL DEGRADATION ON AGRICULTURAL PRODUCTION, LIVELIHOODS, WELFARE AND CLIMATE CHANGE IN THE NORTHERN REGION OF GHANA

Ghana is endowed with abundant natural resources, which have played very important roles in the agricultural, industrial, economic and social development efforts of the country. However, as a result of incessant exploitation of these natural resources to meet the legitimate socio-economic aspirations of the people, adequate care has often not been taken to guard against the depletion and mis-management of the resources. Consequently, this process of degrading our environment has caused irreparable damage resulting in deforestation, land degradation, air and water pollution, soil erosion, overgrazing, and destruction of bio-diversity among others.
Northern Ghana is particularly more vulnerable to the impacts of environmental degradation and climate change. This is because the region is already dry and arid, and it is home to a large number of poor people who rely on agriculture for their livelihoods.
The Institute of Climate and Environmental Governance (ICEG) motivated by the precarious nature of environmental issues, set out to undertake a study in the region to ascertain how environmental degradation affects agricultural output, livelihoods, and climate change using Kumbungu and Nanton Districts as a case study. A three-stage sampling procedure was employed to select two communities in each district. Sixty-six (66) respondents who were largely farmers were interviewed and the data was analyzed using SPSS and excel.
We conclude that the main livelihood activities in the northern region of Ghana include agricultural cultivation, animal production, small-scale trading, charcoal burning, and sand mining. The environmental degradation in the two districts is primarily driven by sand winning, charcoal burning, bushfires, misused of agrochemicals, lumbering/deforestation, unsustainable farming practices, overgrazing, water scarcity and climate change. These factors have led to soil erosion, soil compaction, land degradation, loss of vegetation cover, and decreased agricultural productivity. Farmers, who heavily rely on agriculture for their livelihoods, face reduced crop yields, decreased income, and increased vulnerability to food insecurity. The study finds that politicians have a role to play in protecting natural resources but lack the political will to do so.
Respondents’ knowledge level and the causes of environmental degradation are high. Environmental degradation results in erratic rainfall, prolonged droughts, and increased temperatures. Environmental deterioration induces rural-to-urban migration. We further find that environmental degradation increases the poor quality of education within societies. Addressing environmental degradation is crucial not only for preserving ecosystems and biodiversity but also for promoting sustainable livelihoods, reducing migration pressures, preventing conflicts, and ensuring equitable access to quality education. Policy interventions and strategies should focus on sustainable resource management, climate change adaptation, and promoting inclusive and resilient education systems to mitigate the adverse effects of environmental deterioration on these key areas.
The report recommends a multi-faceted approach to promoting sustainable agricultural practices such as agroforestry, conservation agriculture, and crop diversification can help improve soil fertility, increase resilience to climate change, and enhance agricultural productivity. Secondly, there is a need for increased awareness and capacity-building among farmers on environmental degradation, sustainable land management techniques, efficient water use, and proper waste management to mitigate environmental degradation. Furthermore, the report emphasizes the importance of community engagement and stakeholder collaboration. Encouraging the participation of farmers, local communities, government agencies, and non-governmental organizations in decision-making processes and implementing sustainable land use policies is crucial for achieving lasting change. Additionally, the provision of financial support, technical assistance, and access to markets for sustainable agricultural practices can empower farmers and enhance their resilience.

THE NEW STRUCTURAL ECONOMICS PERSPECTIVE

In Africa alone, the World Bank has estimated that between 2010 and 2050, the annual cost for adaptation to climate change, excluding funding to position Sub-Saharan Africa on low-carbon region is at least $18 million. In the wake of high levels of national debts, global economic shocks from Covid-19, and the Russia-Ukraine war, narrowing climate-smart infrastructure finance gap remains a puzzle for African policymakers. The literature on public financial institutions, therefore, argues that multinational development banks play a paramount role in financing long-term risky public projects, including green energy projects. However, this paper argues that for multinational development banks to successfully address climate-smart development infrastructure financing in Africa, they must be aligned to each country’s level of development and resource endowment structure. This paper adopts the New Structural Economics as a framework for thinking development.
